On a white disc with a gold edge a light blue compass rose superimposed by three interlaced red annulets, one and two, enfiled by a gold enflamed torch and charged at center with the shield of the Coast Guard and superimposed by a white scroll garnished dark blue inscribed "MANAGE DEVELOP SUPPORT" in red and enclosed in base by a wreath of laurel, all encircled by the inscription "U.S. Coast Guard"at top and "Human Resources" at bottom in dark blue.

Red, white and blue are the colors traditionally used by the U. S. Coast Guard.  The compass rose, highlighting the far-reaching scope of the organization's operations and effects, and the torch, for leadership and training, together symbolize guidance, management, and the mission of the U.S. Coast Guard Human Resources for the people it serves.The torch passes through and links the interlaced annulets, underscoring the three areas of commitment and interaction echoed by the motto "MANAGE DEVELOP SUPPORT". Laurel is for honor and achievement.  The Coast Guard shield reflects the organization's focus and dedication to the U.S. Coast Guard service members and civilian personnel.
